Naked Government

The New York Times highlights a changing decades-old tradition in China for the government not to disclose information on its spending habits.  The original story on Asia Times Online talks about a small town in the Sichuan province, where public officials decided to disclose its budget.  The findings are quite interesting – 65% of government funds were spent on entertainment and accommodations…of local public officials.  But, as the story notes, the public is not outraged about the spending – most of the people seem to be happy with the fact that the government is actually releasing the numbers. (Part of Publicized Baimiao Village Government Spending in January. Source: http://www.chinahush.com) This translation of a Chinese commentary notes that in just 3 days the story got the attention of more than 300,000 people on the web.  It has some interesting opinions on what it all means and ends with a rather provocative question: whether this move by a village government is a call to other governments throughout the country to do the same?  Will others step up to the plate

“Inviting a Mosquito to Cure Malaria”

Those were the words of Zimbabwean Prime Minister Morgan Tsvangirai referring to a recent visit to Harare by Iranian President Mahmoud Ahmadinejad. The leader came to Zimbabwe last week to discuss trade and cooperation agreements with President Robert Mugabe, who himself has been a target of international sanctions and recently backed Iran’s nuclear ambitions as a “ just cause .” Despite being thousands of miles from each other, the two countries share similar political and economic challenges that can be addressed through similar approaches. In the wake of the unrest following presidential elections in each country, civil society has operated under tighter control with limited political space to promote constitutional reform and hold government accountable for achieving economic and social priorities

Kyrgyzstan’s Window of Opportunity

Kyrgyzstan’s self-named Interim Government of People’s Trust set the dates for the Constitutional Referendum and the Election only 2 weeks after taking power. The Interim Government’s Chairman Omurbek Tekebaev, who is also Chairman of the political party “Atameken,” and a likely presidential contender, scheduled the referendum on the new Constitution for June 27, 2010 and parliamentary elections for October 10, 2010
